Resumen
En el contexto de las reformas del sector salud, el trabajo realiza un conjunto de reflexiones sobre el futuro del sector. En vez de centrar el debate sobre los aspectos instrumentales de las reformas en curso, se revisan los valores que están en juego revisando las visiones del sector desde Hygeia (la prevención) y Panakeia (Panacea, el curar) hijas de Asklepios el dios de la salud. Se discute el enfoque "economía de la salud" que busca su mercantilización y se interroga por otro, basado en "la salud de la economía" que plantea una salud solidaria en términos de la expansión de derechos y responsabilidades correlativas al ejercicio de la ciudadanía. La salud es un derecho pero concebido como una habilitación para la lucha, lo que presupone que hay que conquistarlo para todos pero principalmente, con todos. La salud es así un campo de redistribución de derechos de ciudadanía y en ese sentido, construir una sociedad "sana" coincide con construir una sociedad "justa".
Abstract
Within the context of the reforms of the health sector, the work makes a series of reflections on the future of the sector. Rather than centering the debate on the instrumental aspects of the reforms under way, a revision is made of the values at stake with a review of the accounts of the sector from Hygeia (Prevention) and Panakeia (Panacea, Healing), daughters of Asklepios, the god of health. The "economy of health" approach, which seeks the commercialization of health, is challenged, and the question arises of a different outlook based on the "health of the economy", proposing a "solidaristic" health in terms of the extension of the rights and responsibities inherent in the exercise of citizenship. Health is a right, but should be conceived as making people fit for struggle, which presupposes that it must be conquered for everyone, but chiefly with everyone's participation. Health is thus a field of redistribution of citizens' rights, and in that sense, to build a "healthy" society means the same as to build a "just" society.
